PBIS teams complete the TFI annually (at least) to assess PBIS implementation fidelity. Beginning in 2025, VTPBIS schools will complete the updated TFI 3.0. The TFI 3.0 Manual includes all items, a glossary, the Walkthrough Tool, the Classroom Data Summary Worksheet, and other information and resources.

What’s New in the TFI 3.0?

  • Updated to reflect current PBIS priorities: mental health, equity, and classroom practices.
  • Slight increase in the number of items (Tier 1: 20, Tier 2: 15, Tier 3: 19).
  • A clearer 5-point scale or more accurate scoring and action planning.
  • Implementation fidelity score is now 50% (reduced from 70% for TFI 2.1).
  • New Classroom Data Summary Worksheet

What’s the Process?

Contact your BEST Project TA to discuss how they can best support your team (conducting the Walkthrough, facilitating TFI completion, providing resources, etc.). Your TA can guide you through the steps below:

  • Arrange for a TFI Walkthrough (pg. 64-68 of the TFI 3.0 Manual)
    • Takes place before completing the TFI (can be done the same day).
    • Preferably conducted by someone external (TA, coach, SU/SD coordinator).
      • If no one is available, determine who within the school could best conduct the Walkthrough.
    • Informs Tier 1 Items 1.3-1.7, 1.9, and 1.11.
    • A Google Forms version is available from your TA.
  • Consider how/whether to use the Classroom Data Summary Worksheet (PDF, Google Doc)
    • Can help determine the extent to which educators “consistently and equitably implement positive and proactive classroom practices” (Tier 1 item 1.10). 
    • In some cases, an administrator may already be able to complete the worksheet without additional observation needed.
  • Review the items in the TFI 3.0 Manual (beginning on p. 10).
  • Complete the TFI at www.pbisapps.org with your PBIS Team (access is free).
    • Printed copies of items may be helpful. 
    • If you do not have a PBIS Assessment account, please email Anne Dubie.
    • Use the results from the Walkthrough and Classroom Data Summary Worksheet when considering items 1.3-1.7 & 1.9-1.11.
  • Interpret results. A score of 50% of available points is considered implementing with fidelity.
  • Follow up: Schedule time to complete the VTPBIS Action Plan.
